The closure is widely viewed as a significant loss of a social hub for the archipelago’s nearly 13,000 residents, particularly during the off-season when few other businesses remain open. Mayor Antonin Valiquette and local officials describe the shutdown as symptomatic of broader demographic challenges, including rapid population aging and difficulties retaining workers in remote regions

After the pandemic, in 2022, the franchisee says it spent $200,000 to recruit foreign workers. It attracted 14 to the archipelago, including 13 from the Philippines. But in the fall of 2024, the Canadian federal government limited the maximum proportion of low-wage temporary foreign workers (TFWs) within a company to 10%. Previous thresholds were 20% or 30%.
